NATIONAL TRANSPORT STRATEGY OF UKRAINE UP TO 2020

National Transport Strategy is a fundamental strategic document for transport sector development, that defines key issues, objectives, principles and priorities for Ukrainian transport system development in light of national needs and interests of the state and the people for the period up to Year 2020.

The Strategy is comprehensive and indicates both general/ cross-cutting tasks such as transport infrastructure development, rolling stock renewal, investment climate improvement, accessibility and increase of transport service quality, integration of national transport system into the European and international ones and priorities for development of modes of transport and road infrastructure.

UKRAINE – EU ASSOCIATION AGREEMENT

Title V Chapter 7 of the Agreement establishes key priorities for developing the cooperation in the transport sector

Road Transport

Purpose:
1. To provide transparent market access and develop competition
2. To increase technical standards and road safety
3. To enhance environmental standards and introduce energy efficient technologies

INSTRUMENTS AND PRIORITY TASKS:

To adopt Laws of Ukraine

1. ‘ On harmonizing laws of Ukraine in the road transport sphere with acquis communautaire’
2. ‘On amending certain legal documents of Ukraine on reforming the system for state supervision and regulation of the road and urban electrical transport, improving bus/ coach station operations and simplifying the business operation conditions in the road transport service area’

Rail Transport

Purpose:

Air Transport

Purpose:
1. To approximate Ukrainian laws to the EU legal acts in flight safety sphere
2. To increase competition through ensuring a mutual access to the air sector markets: air services, production and maintenance of air engineering, training of air staff, etc.

INSTRUMENTS AND PRIORITY TASKS:

Signing of Common Aviation Area Agreement between Ukraine and EU

Adoption of EU legal acts in the civil aviation sphere, including flight safety, passenger protection, air carrier liability for services, environment protection, competition and state support

Maritime Transport

Purpose:
1. To improve maritime safety level
2. To liberalize transport and port services sector
3. To comply with IMO requirements and international commitments on Port State / Flag State ship control

To ratify MLC Convention (Maritime Labor)

To attract private investments for developing port infrastructure strategic facilities

To adopt Law of Ukraine ‘On inland water transport of Ukraine’

Road Infrastructure

Purpose:
1. To increase responsibility and performance in managing the roads
2. To introduce advanced technologies of intellectual transport systems
3.To improve transport operation condition of roads

INSTRUMENTS AND PRIORITY TASKS:

To adopt Law of Ukraine ‘On amending certain legal acts of Ukraine to reform the public road management system’

To introduce European standards for road construction, repairs and maintenance

To improve a toll charging system for heavy trucks
